Ceferin Says Trust in World Football Remains Broken After FIFA Investment Row

UEFA President Aleksander Ceferin says trust in world football remains broken following the collapse of FIFA’s controversial investment plan.

The FIFA investment plan involved proposals to bring private investors into the organisation’s commercial operations. It was strongly opposed by UEFA and other football bodies, eventually forcing FIFA to abandon the proposal.

Ceferin says withdrawing the plan has not been enough to repair the relationship between FIFA and other parts of the football community.

Ceferin Questions FIFA Investment Plan

The FIFA investment plan became a major source of tension after FIFA President Gianni Infantino proposed creating a new commercial entity that could attract private investment.

The proposal was designed to raise additional funds and increase investment in football development. However, UEFA objected to the idea and questioned the process through which it had been developed.

UEFA argued that major decisions affecting FIFA’s commercial rights should involve wider consultation with its member associations and regional confederations.

The disagreement became increasingly serious, with UEFA and other confederations threatening stronger action if the proposal remained on the table.

FIFA eventually abandoned the investment plan, but the dispute has continued to affect relations between football’s governing bodies.

Trust Between FIFA and UEFA Remains an Issue

Ceferin has said the end of the FIFA investment plan does not automatically restore trust.

The UEFA president has continued to raise concerns about FIFA’s governance and decision-making process.

The dispute has also involved questions about FIFA’s financial reserves and how money should be distributed to its 211 member associations.

Ceferin and CONCACAF President Victor Montagliani have called for an independent review of FIFA’s financial reserves. They have also proposed that each FIFA member association receive $10 million during the 2027-2030 cycle.

The proposal would involve billions of dollars in funding and represents a separate financial issue from the abandoned private-investment plan.

FIFA Proposes Governance Review

The controversy has also increased pressure on FIFA to examine how major decisions are made.

Infantino has proposed an independent assessment of FIFA’s governance framework for major strategic initiatives. He also suggested greater consultation with the regional confederations before major decisions are taken.

The move follows criticism that the original FIFA investment plan was developed before FIFA’s wider membership had been fully consulted.

FIFA has maintained that the investment proposal was only a plan and had not received final approval.

However, the controversy has exposed significant differences between FIFA’s leadership and several regional football organisations.

Ceferin and FIFA Face More Talks

The collapse of the FIFA investment plan has therefore not ended the dispute.

UEFA remains concerned about FIFA’s governance, financial decisions and the way major initiatives are introduced.

Ceferin has also indicated that he will not challenge Infantino for the FIFA presidency himself, although he has warned that Infantino could face opposition if he seeks another term.

For now, the focus is on whether FIFA’s proposed governance changes can address the concerns raised by UEFA and other football bodies.

The FIFA investment plan may have been abandoned, but the disagreement surrounding it has left trust between some of football’s most powerful organisations under pressure.
